County Controller Val DiGiorgio's Speech at the Budget Hearing on November 13th.
Fellow Republicans,
Due the financial and economic problems facing our country, there have been extraordinary pressures in Chester County government finances. These circumstances have resulted in reduced revenues and increased costs to county government, and a budget hold that must now be filled.
Given the pain that is being felt by citizens and taxpayers throughout the county, I have been making the case, as your County Controller, that we need to reduce costs in county government to avoid, or at least minimize, a tax increase.
In an effort to fight for Chester County taxpayers, I gave the attached presentation to the County Commissioners yesterday. I will give the same presentation this evening at the budget hearings. I have been making the case here that we need to have a 0% tax increase, or at least as close as we can get to that number.
To their credit, our GOP Commissioners Aichele and Farrell, have worked hard this year to cut spending. Additionally, this week, they adopted some of the proposals, in my presentation - such as a hiring freeze, freeze on executive salaries and on out of state travel.
I take my role as County Controller and a fighter for taxpayers very seriously. Now, more than ever, we must all fight for the principles of smaller government and lower taxes. I promise to do so.
