JUDGE LOU MINCARELLI

CHESTER COUNTY COURT OF COMMON PLEAS

“My time as a judge has given me a greater understanding of justice, impartiality, and duty. If I am fortunate enough to be elected to a full term on the bench, I will be ready to serve on day one. My legal and life experiences as judge, attorney, husband, father, and community volunteer have prepared me for this position.” - Judge Lou Mincarelli.

Judge Mincarelli, a current member of the Chester County Court of Common Pleas, is running for an elected term on the bench. Before becoming the 67th judge in the 232-year history of the Chester County court, Judge Mincarelli served the citizens of Pennsylvania as a victim advocate, prosecutor, and defender of the less fortunate in private practice. Judge Mincarelli was nominated by Governor Tom Wolf and confirmed with overwhelming bipartisan support by the Pennsylvania Senate to fill a vacancy on the court.

Judge Mincarelli has a broad legal background with over 20 years of criminal, civil, and family law matters in state and federal court. He has litigated hundreds of cases to verdicts before judges and Juries in Common Pleas and Municipal Courts.

As a former Philadelphia Assistant District Attorney, he headed the Philadelphia Community Court combatting the growing addiction and mental health epidemic. In addition, he served as an advocate for victims of violent crimes.

Judge Mincarelli earned his Juris Doctorate at Temple University Beasley School of Law and a Bachelor’s in English Literature at Ursinus College.
