David “Dave” Buckta is a retired U.S. Navy Commander, technology executive, and community leader with more than 30 years of experience leading teams, managing complex organizations, and improving operations.

 

Dave has served in leadership roles with the Republican Committee of Chester County (RCCC), including Executive Vice Chairman and multiple terms as Area 2 Chairman. In these roles, he focused on strengthening the Get Out the Vote operations, expanding volunteer engagement, and building more effective systems.

 

As Area 2 Chairman, Dave rebuilt the local committee by strengthening its structure, increasing volunteer involvement, and developing a stronger voter engagement program. He brought a focus on organization, training, communication, and the effective use of technology to improve outreach and coordination.

 

Dave served 28 years in the United States Navy, where he was selected for the Navy’s elite Nuclear Power Program and became a Submarine Warfare Officer. During his career, he led highly trained teams responsible for communications, sonar, chemistry, and nuclear reactor operations. He later served as a Commander in the U.S. Navy Reserve, including as Commanding Officer and Executive Officer of multiple commands, providing strategic leadership and operational oversight.

 

After his military service, Dave built a successful career as a Fortune 500 technology executive. He led complex organizations, managed large technology initiatives, and directed cross-functional teams focused on improving processes, solving problems, and delivering results. His experience includes information technology, strategic planning, project management, data analytics, process improvement, and organizational transformation.

 

Dave earned a B.S. Bachelor of Science in Mechanical Engineering from the United States Naval Academy, an MBA Master of Business Administration from the University of New Haven, and a M.S. Master of Science in Information Science from The Pennsylvania State University. He also completed advanced professional studies in project management and Six Sigma process improvement at Villanova University.

Throughout his career, Dave has focused on continuous improvement, organizational excellence, and building high-performing teams. He believes successful organizations require clear goals, effective training, strong communication, and the right tools to help people succeed.

 

As RCCC Chairman, Dave is focused on improving operations, using technology effectively, developing leaders, and investing in training and resources. He is committed to strengthening internal processes, expanding modern tools, and preparing the committee and volunteers to succeed. Dave understands that strong organizations are built through trust, commitment, and results, and brings decades of military, corporate, and community leadership experience to help RCCC meet future challenges with integrity, accountability, and effective governance.

 

Dave and his wife have called Chester County home for more than 30 years, raising their two adult daughters in the community. He remains dedicated to serving the region and applying his leadership experience to organizations and initiatives that help strengthen it. Dave is active in his local parish and volunteers with a local veteran's organization.
